THE CHALLENGE

Growth needed more than actions.

Clover’s Family and Community Partnerships work brought together staff, programs, families, and external early childhood partners. The challenge was to create greater consistency and alignment across it all.

Performance data, staff and family feedback, organizational goals, and existing practices pointed to gaps in goal setting, data use, technology, processes, training, and expectations.

The work called for more than individual fixes. It needed a structure that connected what the organization wanted to accomplish with how people actually worked ever day.

Rather than treating training, performance, partnerships, and operations as separate problems, we designed them as parts of one organizational system. The strategy connected:

Clearer roles, expectations, development pathways, coaching, and leadership support.

Structured STRATEGY

The strategy became tangible infrastructure: role expectations, performance measures, training and development plans, partner guides, onboarding resources, reporting processes, review cycles, shared tools, and implementation routines.

Resources were also organized so teams could access and update the information they needed in real time, helping knowledge live within the organization rather than with any one person.

This is where planning became practice.
